Zusammenfassung:

Part of the project “Research for an Integrated Coastal Zone Management in the Oder estuary region (IZCM-Oder)” was the development of integrative tools. Within such a multidisciplinary topic like Integrated Coastal Zone Management it is essential that data which are the basis of decision making processes are easy and fast available as well as proper structured. Necessary public data which are stored in many different places, not accessible for individuals were put together in one place: www.ikzm-oder.de. Via this web-address all the developed tools are public and free reachable: the Regional Information System, the Geographical Information System, the Metadata Management System and the Decision Support System The Regional Information System is a collection of structured text- and picture-files for and about the Oder estuary region, which can be viewed in the internet. The speciality is the cross-border investigation area of Germany and Poland. For this reason the data not only come from both sides of the countries but are also in Polish and German language. In addition the system serves as a project platform, where project addresses, articles and documents are saved. The Geographical Information System has the same tasks like the Regional Information System. But instead of text files it visualised geographic data with regional reference in terms of geographical coordinates. Based on digital topographical maps interdisciplinary regional information from the thematic sectors tourism, relief, water, climate / air, biology / biological reserve, administration and infrastructure, economy and traffic as well as coastal protection are collected, stored and presented. A clear user interface together with an intelligible structure of the thematic layers makes the use simple. The multilingual legend (English, Polish and German) should extend the user group. The Metadata Management System is like a digital library catalogue which contains data about data. That means the user gets to know for example “Which data exist to a special topic?”, “Who collects the data and who is responsible for it?”, “Are the data free accessible and who should be asked?”. The metadata input happens via international standardised input masks, which enables to use metadata-sets of compliant systems. The data query can be done for example by one or several catchwords, an author or a regional reference. The Decision Support System presents data from the drainage area, the backwater, the mouth of the river Oder. Against the time several model calculations are shown both as a graph and as a map. Depending on data input information like substance load, drainage and indicators like water quality can be presented and interpreted. Aim of the Decision Support System was the exemplary realisation of an integrative visualisation tool with interactive participation. The developed tools are very useful to support different integrative planning processes, decision making, management and dissemination processes. They were developed to be used by associations, institutes, schools and universities as well as companies, authorities and the interested public in general. It should be accent that it is not aimed to substitute instruments and software of the mentioned institutes. They were rather made to present multidisciplinary information. The tools make it possible to inform the user beside the own special field. The data pool of the tools is nearly unlimited extendable. So in the future the tools can be used to make accessible further research results and important information to be intended for the public in general. To get the public acceptance a continuous data administration and the presentation of data from reliable sources are very important.
