Zusammenfassung:

The Joint Research Project INNIG (Integriertes Hochwasserrisikomanagement in einer individualisierten Gesellschaft) tried to find solutions and possible ways for a better communication of “Risk” and “Vulnerability” between public and governmental services in flood protection and coastal risk management. The project is devided in five work package from engineering and social science. Work Package 1 „Risk Analysis and Risk Management“ studied the probability of simultaneously approaching storm surges and flood events in the Weser Estuary. The probability of failure and related damages were simulated for three districts of the City of Bremen (Werderland, Seehausen and Blockland) using a 2D-model for flooding after a failure of the coastal protection  system. The vulnerability was also studied for a scenario of climate change, were water level increase is about 55 cm. This paper presents main results of the project and gives an impression about the vulnerability of the City of Bremen.
