Legal Instruments for Cross-border Cooperation in the Implementation of Bilateral ICZM on the Szczecin/Odra Lagoon. This article addresses those aspects of EU recommendation 2002/413/EEC which provide a basis for bilateral ICZM. After accentuation the national stocktaking of the respective administrative structures and legislation in Germany and Poland, those instruments were identified, which have an important influence on costal zone management in the region of the Szczecin/Odra Lagoon. The main part of the article presents an analysis of the Karlsruhe Agreement and considers possible transferability vis-à-vis the German-Polish border areas, particularly the notion of cross-border, local, special purpose association. The European Commission’s proposal for a regulation establishing a European grouping of cross-border cooperation (EGCC) is scrutinized. Both legal arrangements provide new instruments for crossborder cooperation, which could be used to implement joint Polish-German costal zone management, allowing bilaterally coordinated actions to meet ICZM targets.
