Zusammenfassung:

The electronic Contingency Planning System, VPS, is a software system that collects, saves and presents all of the data which are necessary or otherwise useful for the prevention and combating of oil and chemical spills at sea. The ARCADIS Consult Company was commissioned by the German coastal state authorities to manage the overall project and to develop and implement the software system. The primary users of this software are local authorities, fire brigades, and technical emergency services who manage, organise and carry out operations in average/ordinary cases. The VPS system has a user-friendly interface. It archives and presents alphanumeric data, geo-data, text data, photo/image data and video data. The system enables the user to readily obtain information, for example, about access to a given shore, the kind of shore involved, available pollutant combating equipment including its location and current condition (status of maintenance). VPS also provides information about protected areas, responsibilities for these areas and tourist sites. Geodetic survey data can be also be obtained as part of the geographic information system.
